Place flour, cream of tartar, salt and cinnamon in a medium-sized bowl and whisk together. Set aside.

Cream the butter, white sugar and brown sugar together for 2 minutes until fluffy and light.

Add in the eggs and vanilla until fully incorporated, and add in the dry mixture, half at a time.

Refrigerate the dough for at least one hour before rolling into balls.

Preheat oven to 350F

Roll into 1 Tablespoon-sized balls and roll through the cinnamon sugar mixture.

Place on an ungreased cookie sheet and bake for 8-10 minutes. Cookies should appear puffy and slightly pale.

If you want to insert chocolate kisses, press them in with 2 minutes left of the cooking time to prevent burning.

Cool on cooling racks.
