Place the sun-dried tomatoes in a heat-safe bowl and cover with boiling water, soaking for 10 minutes. Place the remaining ingredients in a blender or food processor. Once the tomatoes have soaked for 10 minutes, drain 1/3 cup of the soaking liquid into the blender, draining off the remaining liquid elsewhere. Add the tomatoes into the blender. Blend until smooth, approximately 2-3 minutes. For a more wet texture, add 1/2 cup of the soaking liquid, instead of the 1/3 cup.
